Three high-level conferences, geared toward bettering Indo-Bangla commerce and connectivity throughout North East, have been not too long ago held between the governments of India and Bangladesh in Dhaka.

The conferences included Delivery Secretary Stage Talks, a gathering of the Standing Committee beneath protocol on Inland Water Transit & Commerce (PIWT&T) and a gathering of the Inter-Governmental Committee (IGC) on using Chattogram and Mongla Ports for to-and-fro motion of products. 

TK Ramachandran, Secretary, Union Ministry of Ports, Delivery & Waterways in an interview with businessline, after the conclusion of the talks, spoke about rising the ambit of India Bangladesh protocol route, the rising commerce volumes, and funding in waterways.

Is India making any Bangladesh particular investments to spice up commerce by way of the waterways? 

India is collaborating with Bangladesh to develop sure segments of the IBP (India-Bangladesh Protocol) route. This contains the enhancement of navigability in important and shallow stretches between Sirajganj and Daikhowa on protocol routes no 1 & 2 and between Ashuganj and Zakiganj on protocol routes no 3 & 4. The target is to make sure year-round navigability with a Least Obtainable Depth of two.5 meters. 

Concurrently, fairway improvement actions are being undertaken on NW-97 within the Sunderbans (a 172 km route from Namkhana to AtharaBankiKhal in West Bengal) to facilitate seamless vessel navigation on the Indo-Bangladesh protocol route. 

Moreover, the Protocol on Inland Water Transit and Commerce (PIWT&T) has been expanded to incorporate seven extra Ports of Name on all sides and two additional waterway routes, augmenting the prevailing eight. This enlargement is anticipated to boost the accessibility of Inland Water Transport (IWT) mode for India-Bangladesh commerce, probably resulting in elevated visitors on these waterways.

How a lot of the funding has already been made/dedicated within the waterways route? 

India has made a considerable monetary dedication to growing the waterways alongside the Indo-Bangla protocol route. 

Funding in dredging and improvement of routes 1 and a pair of in the direction of Kolkata (in West Bengal) and routes 7 and eight from Seelkani to Karimganj (in Assam) is estimated at ₹305 crore. This funding is predicated on an 80:20 cost-sharing association, with India contributing 80 per cent (round ₹244 crore).  

Moreover, there are ongoing improvement proposals for routes 5 & 6 from Maia (close to Farakka in India) to Archa (Bangladesh) and routes 9 & 10, together with Sonamura and Dauckana (alongside Gumti river). 

What’s the present commerce quantity between India and Bangladesh by way of waterways?

The whole commerce quantity between India and Bangladesh by way of the IBP route from FY14 to FY24 (till October 2023) is roughly 35.59 million metric tons. 

The commerce quantity has grown considerably, beginning at 1.89 million metric tons in FY14 and rising to five.20 million metric tons in FY23.

Within the present 12 months, as much as October, the commerce quantity has reached 2.83 million metric tons.
